A: Yes! But you'll have to do everything using Administrative privileges. When installing you have to right-click on Easy Web Server.exe and select "Run as Administrator". Same thing goes for starting, stopping and restarting services. Also when uninstalling.
Or, if you haven't already done so, you can go to "Control Panel" - "User Accounts" and disable the "User Account Control"
